Odin, the Norse god of wisdom, poetry, and war, is indeed associated with the runes in Norse mythology.

According to the mythological account in the Poetic Edda, Odin discovered the runes while undergoing a self-sacrificial ordeal. He hung himself from the world tree, Yggdrasil, for nine nights, pierced by his own spear, and deprived of food or drink. As a result of this ordeal, he attained profound mystical insight and gained knowledge of the runes.
